The potential-flow equation is solved with fixed-value boundary
conditions at each end which correspond to a velocity of 1.0 m/s
if the cylinder were absent.
These conditions are:

* patch DWNSTRM at HIGH boundary, POT= -1.0/1.066,
wherein the 1.066 divisor expresses the ratio of the length
of the duct to the distance between the centres of the cells
at either end.
